Rectangle Frame stroke "border" control?


in below image dark blue line stroke around rectangle frame.  outer thin line actual size of frame.  why stroke in middle of "border" construct, , how edit size of this?

 

i functionality, don't know it's called, how got "turned on" or edit properties. 

 

don't know why happened.

the outer light blue line called "text wrap" http://helpx.adobe.com/indesign/using/text-wrap.html

 

 

you able manually edit text wrap selecting text frame direct selection tool (white arrow) have done screen shot.

 

selecting frame selection tool (black arrow tool) see nodes on outer line disappear.
